Dr. Katherine Blaskovich

Years of experience: 25


Dr. Blaskovich grew up in Indiana and is a 1995 graduate of the Indiana University School of Optometry in Bloomington, IN. Dr. Blaskovich completed clinical externships in ocular disease at both Huntington Veterans Hospital in Huntington, West Virginia, and Quantico Naval Base in Quantico, Virginia, and refractive surgery at the Eye Institute of Utah in Salt Lake City.


Dr. Blaskovich lived and practiced in Northwest Indiana until 2010. It was 5 years prior when she made her first trip to Arizona for a local triathlon and she immediately fell in love with what would become her new home a few years later.


Dr. Blaskovich performs general eye exams for patients of all ages, fits all types of contact lenses; including multifocal and CRT lenses, and treats and manages ocular diseases.


Dr. Blaskovich is an avid cyclist, triathlete, and boot camp enthusiast. When not in the office she most certainly can be found enjoying the great Arizona outdoors.

Update for Patients of Central Phoenix Eye Care,
As of today, we are postponing all routine eye care as recommended by the CDC.  We will be available for emergency eye care Monday through Friday from 9:00am to 4:00pm.  If you have any eye issues please call the office.  We will determine over the phone if you need to come in or if you need a referral.  One of us will be available for you. If you need to order contact lenses or need replacement glasses please call our office.  We will be able to ship contact lenses to you in most cases.  If you need a refill on eye drops for glaucoma or other ongoing issues please call our office and we can take care of that.  If you have questions please call. As soon as we are advised by the CDC to resume routine eye care we will let you know and begin to schedule appointments again. We have struggled with the dilemma of staying open for everyone verses joining with the greater community in preventing the spread of the corona virus.  We believe it is important to do all we can to protect as many as we can.  Please join us by staying home and limiting your time out in the community.  We will continue to do all we can to protect our staff here and keep this environment disinfected above our normal standards for those emergency visits.

About Us

Our friendly staff will assist you throughout your visit. We provide comprehensive eye care while offering you the latest trend in eyeglass frames, contact lenses, and surgical referrals for your vision correction. We welcome walk-in prescriptions and adjustments.


At Central Phoenix Eyecare we aim to employ only qualified individuals to provide you with the best possible care. We are one of the few practices that have 2 Opticans fully licensed and certified. CPE also has several licensed technicians to ensure that all of the tests before the Dr. sees you is accurate and finished in a timely manner.

Dr. Stephanie Mastores

Years of experience: 10


Dr. Mastores is a 2009 graduate of The Ohio State University College of Optometry. She attended the University of Arizona before obtaining her Bachelor of Science degree from Ohio State. She completed two externships in Arizona at the Whiteriver Indian Health Hospital and at the Southern Arizona VA Hospital in Tucson.

Dr. Mastores is an active member of Volunteers for Optometric Service to Humanity (VOSH) which provides eye exams to the underprivileged around the world. She has participated in VOSH trips to Ecuador, Mexico, Grenada, and Cameroon. 

Dr. Mastores is a member of the Arizona Optometric Association (AzOA), the American Optometric Association (AOA), and the American Academy of Optometry (AAO).

Dr. Jennifer Koster

Years of experience: 10


​Dr. Jennifer Koster grew up in Kansas and earned her Bachelor of Arts degree in Microbiology at the University of Kansas. She then obtained her Doctor of Optometry degree in 2005 from the Illinois College of Optometry in Chicago. Dr. Koster completed clinical externships in pediatric vision therapy in Wichita, Kansas, ocular disease at Chicago's Illinois Eye Institute, low vision at the Chicago Lighthouse for the Blind and family practice optometry at The Eye Center of North Florida in Panama City.

Dr. Koster worked in the optical field for several years prior to attending optometry school. She values that experience for the knowledge of how prescribing and fitting appropriate eyewear can improve the quality of a person's life. She performs general eye exams for patients of all ages, fits contact lenses, and treats and manages ocular disease.

Dr. Koster enjoys spending time with her husband, an ophthalmologist, her young son and daughter, and their Havanese puppy. She also enjoys reading, traveling, hiking, yoga, volunteering with her church, and trying new local restaurants.


Dr. James Frank
Years of experience: 35 

Dr. Frank is a graduate of The University of Houston College of Optometry and has been in Arizona since 1982. He partnered with Dr. Kantor in 1991, and they merged in 2003.


Dr. Frank performs general eye examinations for children, teens, adults, and seniors. He is certified in CRT (using special contact lenses to re-shape the cornea-outer surface of the eye). CRT allows those candidates to sleep in their lenses overnight, remove them in the morning, and be glasses and contacts free for the remainder of the day. Then the "retainer lens" is put back on in the evening at bedtime, and the process starts over again.
